Board of Trustees search committee to identify candidates for next President & CEO of Health & Hospital Corporation of Marion County

Paul Babcock, Director of Indianapolis Office of Public Health and Safety, named interim President & CEO

INDIANAPOLIS – During its meeting this evening, the Health & Hospital Corporation of Marion County (HHC) Board of Trustees voted to appoint Paul Babcock as Interim President & CEO. Mr. Babcock will begin Sept. 14 to ensure a successful transition as we approach President & CEO Matthew Gutwein’s last day on Sept. 30.

A search committee will identify candidates for HHC’s next permanent President & CEO. Committee members include Carl Drummer (Chair), Ellen Quigley and Charles Eberhardt. The Board will conduct a nationwide search seeking to engage a diverse group of leaders in the process.

In his current role, Babcock manages the development of food and re-entry policy initiatives, convenes support services for those experiencing homelessness, and oversees the city’s public safety communications and violence intervention initiatives.

Over the last six months, Paul has served as the point person for the city’s COVID-19 response, collaborating with local service providers, community stakeholders, as well as county and state public health officials to create and implement public policy, deploy resources, and allocate millions of dollars for contact tracing, community testing, and direct resident support.

Paul Babcock is the Director of the Office of Public Health and Safety for the City of Indianapolis. As Director, Paul manages the development of food and re-entry policy initiatives, convenes support services for those experiencing homelessness, and oversees the city’s public safety communications and violence intervention initiatives. He has also lead efforts aimed at comprehensively and holistically reforming the city’s criminal justice system, including the operation of the Mobile Crisis Assistance Team.

Over the last six months, Paul has served as the point person for the city’s COVID-19 response, collaborating with local service providers, community stakeholders, as well as county and state public health officials to create and implement public policy, deploy resources, and allocate millions of dollars for contact tracing, community testing, and direct resident support.

Paul brings with him over fourteen years of experience in policy analysis and law, specializing in public health and criminal justice. Paul previously served the City as Deputy Director of Strategic Initiatives and Legal Counsel for the Office of Public Health and Safety. Before working for the City of Indianapolis, Paul held the role of Project Director for the Marion County Public Health Department, where he administered public health policy, as well as oversaw preparedness and innovation efforts.

Paul is a graduate of Butler University with degrees in Political Science and Communication. He earned a Master’s degree in Public Affairs and Policy from the Indiana University, Purdue University-Indianapolis School of Public & Environmental Affairs. Paul also holds a Juris Doctorate from Indiana University Robert H. McKinney School of Law, where he was the Editor-in-Chief of the Indiana International & Comparative Law Review. He is a member of the Indianapolis, Indiana and American Bar Associations.

His publications include an article in the global business review Drug Discovery World titled Mass Spectrometry in Drug Discovery and Development and Impunity Rises from the Ashes: The Extent of the Rome Statute’s Jurisdiction in the Event of State Succession in the Indiana International & Comparative Law Review. Paul spent two years with the Peace Corps as a Community Healthcare Organizer in Uganda, where he launched field-based advocacy in partnership with 15 women living with HIV.
