Oversight and Quality Review

Health & Hospital Corporation of Marion County (HHC) maintains an internal Long-Term Care (LTC) Division led by Vice President Julie White. The LTC Division is responsible for actively engaging with American Senior Communities (ASC) regarding HHC-owned skilled nursing and assisted living facilities.

Oversight and engagement is a daily, weekly, and monthly endeavor that includes review of all operational aspects of LTC facilities including participation in clinical services, corporate compliance, financial reviews, personnel, quality assurance and performance improvement (QAPI), strategic planning, and risk management.

Since 2023, HHC’s LTC Division has had a Facilities Project manager, who annually evaluates all HHC LTC facilities related to Life Safety Code and Emergency Preparedness regulatory requirements and also assesses environmental/ capital needs.

Under the direction of Philip Benson, Director of Quality Review, the internal LTC Quality Review Team conducts extensive clinical and administrative reviews of all HHC facilities. Each facility is visited, at least, annually. Selected facilities receive additional focused visits based on Indiana State Department of Health (IDOH) survey outcomes, CMS Five Star ratings, management turnover, and other factors that may warrant a follow-up visit.

The quality peer review covers many aspects of facility operations and clinical services, including multiple clinical records, healthcare-related medication pass/ treatments, meal service observations, analysis of personnel files, staff training, and facility level process improvement and committee meetings. Family, Resident and Staff interviews are also conducted. The Quality Review Team includes health facility administrators, a physical therapist, registered nurses, and a social service professional with overall extensive experience in long-term care.

ASC leadership at both the corporate and facility level routinely collaborate with HHC to discuss events and any recommended action plans or policy and procedure revisions necessary to address quality needs.
